If you have to put Swadloon in the active Pokemon spot you'll want to use Razor if you think you can knock out the defending Pokemon doing 20 damage a turn, otherwise I would stall as long as possible while you're either setting up your benched Pokemon or you're trying to Leavanny into play, so if I was going to stall I would use Grass Cocooning every turn and hope to survive 3 or 4 turns before evolving Swadloon into Leavanny and getting a huge boost in hp

This makes it both a hefty Lifegain enabler, on top of being a value engine all in one card
