There are a two other Rats in the format, both at lower rarities, so the ETB does actually have a chance to draw you a card, but if it doesnt youre getting a 3-mana 3/3 with Toxic 1, which is a card you would always play anyway
Of course, cards in MTG arent banned for no reason (although the [mtg_card]Look at Me, Im the DCI[/mtg_card] Magic card above makes a joke about how random the process may seem)
I like these DFCs better because they lack that problem
